NEWS TICKER – January 8th 2016: Clearstream Banking has sent out a client note reminding clients that as of the beginning of January next year (2017) the withholding tax rate on dividends paid to companies resident in a European Union (EU) or a European Economic Area (EEA) white-listed country will be decreased from 1.375% to 1.20%. The 2016 Italian Stability Law approved on 15 October 2015 by the Italian Government was converted into Law 208 of 28 December 2015 (Disposizioni per la formazione del bilancio annuale e pluriennale dello Stato) and published in the Gazzetta Ufficiale no. 302 at the end of last year introduced, among other provisions, a decrease from 1.375% to 1.20% of the withholding tax rate applied on dividends paid to companies resident in a EU/EEA white-listed country. The new withholding tax rate will become effective on 1 January 2017 and has no impact on dividends paid during 2016. The Fed will also be watching it closely to see if the economy can take another small raise in rates, though with yesterday’s release of the FOMC meeting notes, the Committee made it clear that rate hikes would be conservative and slow in coming. That won’t stop speculation though – KfW successfully launched its first €3bn benchmark bond for 2016. Lead managed by BNP Paribas, Deutsche Bank and HSBC, the bond has a maturity of seven years and offered a pick up with a spread of 24 basis points above Bunds at a final price of mid swaps -16 bps. Despite a volatile market back drop the order book grew steadily reports the development bank and ultimately the offer received bids worth €4bn. Demand was dominated by bank treasuries, which accounted for 39% of the bids, followed by central banks (26%) and asset managers (25%). UK investors took 20% of the bond, German 18%, French 14% while Asian investors accounted for only 3% of the total. On a more technical level, the Latvians and Japanese are also looking to negotiate a convention for the avoidance of double taxation between the Baltic States and Japan – Market volatility is encouraging the development of smart beta instruments, so no surprise that Invesco PowerShares says it is listing a new High Dividend Low Volatility UCITS ETF on the London Stock Exchange today. There will be further listings across selected European Stock Exchanges. The PowerShares EURO STOXX High Dividend Low Volatility UCITS ETF seeks to provide exposure to high dividend paying Eurozone stocks while seeking to minimize the risks associated with market volatility. The benchmark index screens all securities from the broad EURO STOXX Index and ranks them in descending order of 12 months’ dividend yields. The top 75 stocks are selected, with a maximum of 10 stocks per country and a weighting cap of 3% per security (at quarterly rebalancing dates). From the selection list, the top 50 stocks are selected to be included in the benchmark index. The launch follows the listing of the PowerShares S&P 500 High Dividend Low Volatility UCITS ETF in 2015, as part of the intended roll-out of these strategies across Europe. According to Bryon Lake, head of Invesco PowerShares – EMEA, says: “We are very excited about the PowerShares EURO STOXX High Dividend Low Volatility UCITS ETF, which we have launched to potentially help in the search for yield with Eurozone stocks, while operating in an uncertain equity environment.
